Texas Political News for State Lobbyists: SB 23
Senate Bill No. 23 was first filed on June 3rd of 2013. The bill passed in the Senate on June 14th of 2013, and has yet to pass in the House of Representatives. S.B. 23 would amend the current Penal Code by adjusting the punishment for minors who commit a capital felony. The bill states that all offenders of capital felonies who committed the crime while 17 years old and under will receive life in prison with a possibility of parole. This is if the state chooses not to seek the death penalty. There is no significant fiscal implication on local government levels projected.
